16th Finance Commission brands Heatwaves and Lightning as National Disasters

In a landmark shift for India's climate resilience strategy, the 16th Finance Commission has formally recommended the inclusion of heatwaves and lightning in the list of nationally notified disasters. The recommendation, part of the Commission's report tabled in Parliament this week, comes with a significantly enhanced financial corpus of ₹2.04 lakh crore for the 2026-31 period, signalling a decisive pivot from reactive relief to proactive mitigation.


For years, states like Odisha, Bihar, and West Bengal have argued that "silent killers" like lightning and heatwaves, which claim more lives annually than cyclones were draining their limited resources. Until now, states could only spend up to 10% of their State Disaster Response Fund (SDRF) on such "local disasters". The Commission’s move effectively uncaps this limit, allowing states to deploy the full weight of central assistance against these escalating climate threats.


The Financial Muscle: ₹2.04 Lakh Crore


The Commission has outlined a robust fiscal roadmap for disaster management, allocating a total of ₹2,04,401 crore for the next five years. This represents a significant hike from the 15th Finance Commission's allocation, acknowledging the growing frequency of extreme weather events.


The allocation is structurally divided to ensure that while immediate relief is funded, long-term risk reduction is not ignored:

  1. State Disaster Response Fund (SDRF): ₹1,63,521 crore (80% of total) – For immediate relief, compensation, and rescue operations.
  2. State Disaster Mitigation Fund (SDMF): ₹40,880 crore (20% of total) – Specifically earmarked for preventing future losses.


Why Heat and Lightning?


The inclusion is data-driven. Recent statistics presented to the Commission highlighted that lightning strikes have become the single biggest natural killer in India, accounting for over 35% of accidental deaths caused by natural forces. Similarly, heatwaves in 2024 and 2025 pushed mortality rates and hospitalization numbers to record highs, severely impacting labour productivity.


By notifying them as national disasters, the Centre acknowledges that these are no longer "local anomalies" but widespread national emergencies driven by the climate crisis.



Moving Beyond Relief: The "Wise Use" Strategy


The real game-changer lies in the Mitigation Fund (SDMF). With over ₹40,000 crore dedicated to mitigation, the challenge for states is to move beyond paying ex-gratia to families of the deceased and start investing in infrastructure that saves lives.

Experts suggest three key areas where this funding must be "wisely used" to maximize Disaster Risk Reduction (DRR):


1. Lightning: From Prediction to Protection

  1. Last-Mile Tech: Investing in precise early-warning systems that can alert farmers 30-45 minutes before a strike via SMS or community sirens.
  2. Structural Safety: Mandating and funding lightning arresters for schools, hospitals, and community centres in rural hotspots.
  3. "Safe Shelters": Constructing simple, grounded shelters in open agricultural fields where most fatalities occur.


2. Heatwaves: Building Cool Cities

  1. Cool Roofs Programs: Subsidizing reflective paint for slum dwellings and low-income housing to lower indoor temperatures by 3-5°C.
  2. Urban Greening: Creating "cooling corridors" with vertical gardens and water bodies in dense urban clusters to combat the Urban Heat Island effect.
  3. Healthcare Readiness: creating "heat wards" in district hospitals equipped with ice packs and specialized cooling equipment.


3. Data-Driven Planning - the Commission has also revamped the Disaster Risk Index (DRI), expanding it from 4 to 10 hazards. States that map their vulnerability accurately, identifying exactly which block is prone to lightning or which ward is a heat trap, will be better positioned to utilize these funds effectively.


As the mercury rises and skies turn volatile, the 16th Finance Commission has provided the shield. It is now up to the states to hold it up effectively.
