Review of Emergency Management action on Amritsar Train Accident
The review of Emergency Management action
So far Emergency Manager is closely watching the actions taken by concerned authorities.It is routine action template being implemented here.
Our panel of Disaster Management and Emergency Management experts reviewed the actions taken by various government and non- government organisations from yesterday onward.
During the search and rescue phase of this emergency
- No proper scene securing was done at incident site.
- There was no single point of command to handle the situation.
- The district administration would have taken steps to minimise the confusion and chaos after the incident.
- No proper record keeping was done at the incident site to know that which victim wen where.
- The mortuary at Guru Nanak Hospital which received maximum dead bodies ran full.Dead bodies were lying on ground outside the mortuaries.
- No incident command system was activated by the district administration.
- No crisis communication set up was activated to disseminate information to well-wishers of families and media.
- Railways officials could have alerted the drivers of the trains to stop or lower the speed and blow continuous horn to give spectators adequate time to leave the rail tracks.
- Since this event was being organized at same ground since last two decades,railways and district administration can not claim ignorance of this event.
- Gathering for this event started well before 1700 hrs in the evening itself,when visibility was good.Railways could have taken adequate measure to avoid it.
- Some railways officials claimed that people were standing on rail tracks thats why they got killed.
- Standing on tracks is not a crime for which people can be killed in India.
- District administration should have anticipated the possibility of accident because of gathering of crowd.
- District administration could have installed barricades/ropes/pipes etc to stop the crowd spilling over to rail tracks.
- No CCTV cameras or control room was established by district authorities to monitor the crowd and take remedial measures.
- Services of all the private hospitals could have been compulsorily taken for evacuation and treatment of victims.
- Private hospitals can be ordered and compelled by district administration to ensure evacuation and medical care of the victims.
- There was great confusion on the incident site.
- Some volunteers could have controlled the situation to ensure speedy rescue and evacuation of victims.
- People were blaming others but no action for early transfer of victims to hospital was taken by locals immediately.
- No body prevented or alerted those persons standing on the tracks.
- People were busy in making videos event after the incident.They could have acted immediately to shift victims for medical care.
