Surplus rice available with FCI allowed to be converted to ethanol for utilization in making alcohol-based hand-sanitizers and for blending in Petrol

COVID 19 transmission and death are rising world over.With 14,759 active cases,3251 cured/discharged cases,590 deaths, India is relatively doing better than USA,Spain,Italy,France,Germany and China and many other developed countries.

The strengh of India lies in its flexibility to adopt and prepare effective strategy/plan to fight COVID 19 with locally available resources.In its fight against corona virus ,India is very less dependent on imported resources like medicines, PPE kits,testing kits,masks, sanitisers etc.

Alcohol ,as major ingredient of hand sanitisers, is playing major role in fight against corona virus.

National Policy on Biofuels, 2018 under Para 5.3 inter-alia envisages that during an agriculture crop year when there is projected over supply of food grains as anticipated by the Ministry of Agriculture & Farmers Welfare, the policy will allow conversion of these surplus quantities of food grains to ethanol, based on the approval of National Biofuel Coordination Committee (NBCC).

A meeting of NBCC was held under the Chairmanship of the Minister of Petroleum & Natural Gas Shri Dharmendra Pradhan in Delhi .In this meeting issue of increased requirement of alcohol for hand sanitisers was also discussed.

It was approved that the surplus rice available with Food Corporation of India (FCI) may be converted  to ethanol for utilization in making alcohol-based hand-sanitizers and in blending for Ethanol Blended Petrol (EBP) programme.

It is a welcome step and it will certainly increase the availability of hand sanitiser and bring down the prices of it.

Alcohol based Hand sanitisers,says Praveen Prakash of Comcor Global,a supplier of hand sanitisers, are made by mixing isopropyl alcohol or ethanol (91 percent to 99 percent alcohol) with water,glycerine,hydrogen peroxide and many other ingredients.There are various formulas available in the markets. Alcohol kills the virus by destroying its outer lipid cover.
